Depending on your software at the PC,it has either sent the prompt itself or is manually waiting for a given dump from the DX (as is the case with MIDIox). It is usually the case to have SYSx enabled (which you may know) and then send the SYSx. Most Dx's can send multiple dumps using the front facia controls - which means navigating the LCD menu. I cannot tell you about SYSex lib,but RECORD ONE maybe sending the prompt to supply one voice - which means both cables IN and OUT should be in the MIDI.
